The Batam Authority (BP) Batam has issued Circular Letter Number 7 of 2026 concerning the Prevention and Control of Holiday Gratification in celebration of Eid al-Fitr 1447 Hijriah. This circular is addressed to all employees within the BP Batam environment as an effort to strengthen integrity and prevent gratification practices ahead of the religious holiday.<\/p>\n
This policy is in line with Batam City Government Circular Letter Number 16 of 2026, which stipulates the prohibition for civil servants (ASN) from requesting or accepting gratification in the lead-up to the Eid al-Fitr celebration.<\/p>\n
The Head of BP Batam, Amsakar Achmad, asserted that the circular letter is a preventive measure to ensure all employees maintain professionalism and uphold the principles of clean and integrity-based governance.<\/p>\n
\u201cWe must welcome the momentum of Hari Raya Idulfitri with simplicity and gratitude. I remind all BP Batam employees to be role models by not making, giving, or receiving gratifications in any form, either personally or on behalf of the institution,\u201d said Amsakar.<\/p>\n
In the circular letter, all BP Batam employees are also urged to celebrate Eid al-Fitr modestly, without extravagance, and to remain sensitive to the social conditions of the surrounding community.<\/p>\n
In addition, employees are prohibited from using official facilities for personal matters unrelated to official duties and functions.<\/p>\n
BP Batam also emphasises that should there be any indication of gratification practices, employees are expected to report it immediately to the Gratification Control Unit (UPG) in their respective work units or to the UPG coordinator within the Internal Audit Unit (SPI).<\/p>\n
The UPG team will conduct intensive monitoring of potential gratification within BP Batam ahead of the Eid al-Fitr celebrations in 2026.<\/p>\n
Amsakar added that this commitment to preventing gratification is an important part of maintaining public trust and ensuring that all BP Batam employees carry out their duties with integrity, professionalism, and high accountability.<\/p>\n
He also reminded that if there is gratification related to a position and potentially in conflict with the employee's obligations, it must be reported to the Corruption Eradication Commission (KPK) no later than 30 working days from the date the gratification is received.<\/p>\n
