The Head of BP Batam, Amsakar Achmad, received a working visit from the Mayor of Kupang, dr. Christian Widodo, accompanied by Deputy Mayor Serena C. Francis, at the BP Batam One-Stop Integrated Service (PTSP) on Friday (10/04/2026).
This visit confirms Batam's position as a pilot project for digital-based public services and investment licensing in Indonesia.
In the presentation, Amsakar introduced three main innovations by BP Batam, namely the Investment Dashboard as a real-time monitoring command centre, MANTAB (Batam Talent Management) for integrating the workforce with technology-based industry needs, and Investment Ambassadors as a strengthener for Batam's investment promotion and attractiveness.
The visit began with a review of the Investment Dashboard in the room of the Member/Deputy for Investment, Fary Francis, which allows for direct monitoring and acceleration of the resolution of obstacles faced by business actors, followed by a visit to the One-Stop Integrated Service (PTSP) at the Public Service Mall.
The Regent emphasised that this visit provided a space for collaboration and learning between regions in strengthening competitiveness.
“Essentially, this visit serves as a good comparison for both parties. The focus is on driving breakthroughs in enhancing regional competitiveness through simplification, streamlining standards, and accelerating service times for the public,” he said.
It also added that strengthening the bureaucracy should be oriented towards ease of service.
“A strong bureaucracy is one that makes things easier for the public. This meeting is expected to be a catalyst for improving the quality of public services.
Meanwhile, the Mayor of Kupang stated that Batam is an important reference point in building a modern and measurable public service system.
“We are here to set a new standard for public service. Best practices in Batam—transparent, accountable, effective, and efficient—will be adapted. The Investment Dashboard and MANTAB are concrete examples that we will implement in Kupang,” said Christian.
It assesses that Batam has succeeded in becoming a locomotive for the progress of a strategic region as well as a model for digital-based public services that can be replicated in other regions.
This visit was also attended by BP Batam Member/Deputy for Investment Fary Francis, Member Deputy for Strategic Policy and Licensing Sudirman Saad, as well as a number of Echelon II officials.
Through this collaboration, Batam and Kupang are expected to strengthen their synergy as service cities, including opening up opportunities for investment cooperation, human resource development, and future workforce exchange.
